Abstract

The power and pervasiveness of globalization and the knowledge/information revolution (henceforth referred to as the new economic order, NEO, or the new global order) are such that all nations will have to conform to this new paradigm. However, the federal model is so inherently flexible that it can accommodate the NEO dictates on the one hand and a wide range of domestic political and social values on the other. Substantiating this assertion B that federalism can, consistent with underlying societal values, deliver both economic competitiveness and social cohesion in the new economic order B is the primary purpose of the ensuing analysis.
