Planning for Complete Streets: A Comparative Evaluation of Three Transportation Master Plans

Abstract

This report uses guidelines developed by the American National Complete Streets Coalition to evaluate the transportation master plans of three mid-sized North American cities. The evaluation identifies the strengths and weaknesses of the plans as they relate to planning for pedestrians, cyclists and public transit. The outcome of the research provides specific recommendations for updates to the City of Kingston’s Transportation Master Plan.
